Mexico To Resume IPP Tenders

Mexican officials have decided to resume work on the government's program of tendering independent power projects (IPPs) and build-lease-transfer (BLT) project..In a tacit admission that the government's plan to privatize much of the state-owned power sector and allow foreign investment in the transmission and distribution and transmission sectors is facing huge obstacles. Officials say over the next year and a half, the government will issue new tenders to build more than 4,700MW of new generating capacity. The projects will be IPPs whenever possible, but there will be some BLT projects as well

Enron's $2.5 Billion Mozambique Project

Enron has signed a $2.5 billion agreement with the government of Mozambique for a natural gas, iron and steel project.  Enron and its co-sponsor, South Africa's Industrial Development, are now looking to raise funds from equity, multilaterial and commercial bank sources

India Short Lists Bidders for Trans-Eurasia Telecommunications Cable

India's Department of Telecommunications (DoT) has set up a committee to evaluate bidders for VSNL’s regional hub project. The project proposes to link up a trans-Eurasia cable to south Asian countries. The bidders shortlisted for the project are British Telecom, Cable and Wireless, and Global One Consortium (Sprint International, Deutsche Telekom and France Telecom).

French Bank to Lead Refinery Privatisation in Ivory Coast

Ivory Coast has apointed Paris-based Credit Agricole Indosuez Bank as its consultant in the privatization of its oil refinery, the Societe Ivorienne de Faffinage (SIR).  The state plans to offer a 37% strategic stake in the refinery.  The government is looking or a strategic investorito increase the refinery's capacity, boost competitiveness and organize an eight to ten percent capital increase. 

Argentine Energy Companies Returning To Debt Markets

YPF is considering a $200 million bond issue this quarter, which may be backed by the Overseas Private Investment Corp. (OPIC), said a source in the company. The bond would part of a recently filed $1 billion medium term note program arranged by Merrill Lynch.  Natural gas pipeline company Transportadora de Gas del Sur (TGS), after getting a $176 million credit line from a transaction backed by the Interamerican Development Bank, is also mulling a retail bond issue.  The company also plans to roll over about $100 million in three-month debt in the United States and $70 million in six-month notes..
